Humans Rights Watch, in its 2017 Report, published that the law “gives the government unlimited powers to limit freedom of expression.”
Besides, the rapporteurs of the United Nations on the right to freedom of opinion and expression, David Kaye, and for freedom of expression of the Inter-American Commission on Human Rights, Édison Lanza, indicated that “certain obligations contemplated in the law lack legal content and its application inhibits the freedom of expression.”
