Lenin Moreno repeals decrees that limited social organizations

President Lenin Moreno today repealed two executive orders that limited the creation and operation of social organizations and by which the National Union of Educators (UNE) was dissolved in 2016, the largest union of teachers in the past.
Executive Order No. 16 was issued by President Rafael Correa in June 2013 and forced the social organizations of the country, and foreign NGOs to register. In August 2015, Correa amended that order by issuing Executive Order No. 739, which established rules for the operation of such organizations.
In September last year, a group of human rights experts from the United Nations condemned the dissolution of the UNE and found that the regulation established “too broad restrictions on freedom of expression and association,” which allowed the authorities to dissolve associations based on “ambiguous criteria.” (I)
