Millionaire differences in Refinery´s subcontracts
Three works in the Esmeraldas State Refinery, reviewed by this Journal, were awarded for up to $ 11 million less than the values initially awarded by Petroecuador. These include the construction and assembly of tanks for storing fuels, the repair and integral maintenance of reservoirs, and the building of the new bitter water plant.
The subcontracts were signed with Vestsacer S.A. And Plameri S.A., companies linked to Armengol Cevallos Díaz, a former member of the Industrial Safety area at the Esmeraldas Refinery. The former Minister of Hydrocarbons, and currently investigated by the Prosecutor’s Office for allegedly receiving bribes from contractors, Carlos Pareja Yannuzzelli, signed the three contracts when he served as refinery manager for the state oil company.
This newspaper asked for interviews -three weeks ago- to representatives of Petroecuador and the companies mentioned, but none accepted (I).
