The relationship between Petroecuador and Worley Parsons International (WPI) and its subcontractor Tecnazul is under scrutiny. This foreign branch of Australian origin had a strategic role as a supplier and inspector of the rehabilitation of the Esmeraldas Refinery, where an alleged network of corruption was woven.

Since the end of 2011, WPI has benefited from three primary and eight complementary contracts, totaling USD 227.5 million. This amount places it as the second contractor of one of the emblematic projects of the citizens’ revolution, after the South Korean company SK Engineering & Construction, which benefited from contracts worth USD 760 million.

The signing of the first agreement (No. 2011030), on November 14, 2011, for the control and management of this project was witnessed by Marcelo R., Refining Officer and who is investigated for alleged embezzlement, and Wayne Montgomery, former representative of the foreign firm.

The award was made directly, without a public tender, for USD 38.6 million. WPI was set up as a company in Ecuador, according to the Superintendence of Companies, 11 days after the signing of the contract.

On the same day that the initial contract was signed, Montgomery subcontracted the service to Ecuadorian firm Tecnazul for USD 12.2 million, three times less than the value agreed with Petroecuador.
Subcontracts, according to Section 79 of the Public Procurement Law, can not exceed the 30% of the amount of the contract readjusted. In this case, only in relation to the main contract, it exceeded a 31.8%.
