The plenary of the Assembly processed yesterday during the first debate the bill for the Balance of Public Finances, the same that was sent by the government as a matter of urgency.

Following a meeting with government and sectional officials as Finance Minister Fausto Herrera, and the president of the Consortium of Autonomous Provincial Governments and prefect of Pichincha, Gustavo Baroja (AP), the ruling bloc came down to the plenary to start that debate.

Upon leaving, Baroja reported that provincial governments demand a quarterly settlement of real incomes so that their budgets are affected positively or negatively, so that scholarship recipients who have only paid tuitions are exempted from the payment of tax on foreign exchange outflows (ISD), therefore this will allow them to make their plannings.
