Former Minister of Environment Marcela Aguinaga and former Minister of Defense Javier Ponce were involved in the sale of 220.86 hectares the state acquired in 2010 through the Institute of Social Security of the Armed Forces (ISSFA) in Samanes and that has now unleashed a controversy for an alleged overpayment.

Ponce, current Minister of Agriculture, took part in the extraordinary session of September 6th of that year in which the Board of the ISSFA accepted the proposal of sale, of August 19th, of then Minister Aguinaga.

Aguinaga´s offer for the property -where the Samanes Park is currently located- was of $ 48’220.391,81. The value was set based on an assessment of the National Bureau of Appraisals and Lands (Dinac). Thus, the state paid $ 21.83 per square meter.
