The comptroller would not audit the public sector, according a constitutional amendment
Suppressing the faculties of management control and achievement of objectives of the State institutions , is what contemplates one of the amendments to the Constitution on the labor of the General Comptroller .
The modification to Articles 211 and 212 of the Constitution, would restrict the fundamental role of the entity and the audit of limited public resources.
Currently, in the government of President Rafael Correa, there are 20 sectoral institutions, eight of coordination and 11 national secretariats, with ministerial rank. A total of 39 institutional bodies. Now the intention is to avoid the evaluation of work of the public sector.
Gabriela Rivadeneira, President of the Assembly, said that the management evaluation is interwoven to the National Plan for Good Living. And she added the State has a whole programmatic politics of planning for that.
While Rafael Oyarte, Constitutional Lawyer, insists that the performance of all state institutions should be regulated. Not only in the use of resources, but in the work of their employees, because he warned that these salaries are paid with public funds and therefore should be audited.
