The domino effect of Glas over Capaya

Both are arrested for corruption but have not shared a cell. They are taking it away. In fact, the entrance to prison of former Vice President Jorge Glas ended up worsening the conditions of confinement of Carlos Pareja Yannuzzelli, former Minister of Hydrocarbons and former manager of Petroecuador. And not once, but twice.
The coincidences among them abound: they were part of Rafael Correa’s cabinet in the strategic sectors, they even shared birthday parties and were prosecuted for having been part of the corruption network of the Brazilian construction company Odebrecht. Both have sentence.
Pareja Yannuzzelli was a fugitive from justice in the US he returned to the country in August 2017. He signed a cooperation agreement with the Office of the Prosecutor to deliver information that contributes to the investigation and was taken to jail 4, located in the north of Quito. In October of that same year, the former minister was transferred from prison 4 to the Social Rehabilitation Center of Latacunga. It happened days before Glas was arrested and sent, precisely, to jail 4.
Now Pareja was also transferred, says his defense, from the transit area of the Latacunga prison to the pavilion of the Provisional Detention Center (CDP). It happened, again, just before Glas was moved there.
The defense of Pareja Yannuzzelli asks the Government for explanations. It would seem, said the lawyer Miguel Revelo, “that there are first and second class citizens, who take him out of jail and from the cell to put this citizen”. The lawyer has sent four communications to the director of the Latacunga prison, Víctor Jácome, and to the Minister of Justice, Paúl Granda. He has not received an answer.
In the offices, sent between September 26 and last Thursday, he asks for copies of “the documents, technical reports and minutes that served as the basis” for the transfers. The goal of the defense is to return to jail 4 in the capital.
Revelo is confident that the Latacunga prison does not guarantee the minimum levels of security for his client. That also coincides with Glas and his defense team.
The former vice-president even went on hunger strike. According to his lawyer, Eduardo Franco Loor, this measure responds to the “deplorable and infrahuman conditions” in which the defendant is detained. For now, the defense failed in its first attempt to reverse the situation.
On Thursday night, the judge of Latacunga, Vinicio Santamaría, denied the request for habeas corpus requested by Glas. At the hearing medical personnel attended because the lawyers assure that the former vice president is in a delicate state of health due to chronic gastritis and hypertension. Those arguments did not convince the judge either.
In another coincidence with the case of his former cabinet mate, Franco Loor blamed the government authorities for the physical, psychological and life safety of Glas. And he assured that the prison of Latacunga “does not offer guarantees for the life and health of Jorge Glas and his human rights are being violated”.
