The government spends $ 19.3 million on salaries of advisors
A total of $ 19.3 million are required to meet the demand for counseling of the leaders of the Government, according to information from the transparency agency.
It is not a minor expense when it is taken into account that Ecuador has reduced its budget in recent months, such as reducing salaries by up to 10% in the highest hierarchical level, seeking savings in the treasury of $ 21 million . That is, little more than the invested in consultants.
Guillermo Celi, national spokesman for the opposition movement Suma, told to Daily Expreso that “the Government had to be aware of this. Sum often recommended to reduce the excessive public spending, for example, in advisers.” They are not the only ones. CREO, the Social Christian party, Sociedad Patriotica, and even Avanza, a former ally of the ruling party, have requested -without success- maximum restraint in current spending, each in their own way and tone.
The audits found flaws in the recruitment proceedings: “incomplete documentation,” disregard to “merits” for the wage hierarchy, “inconsistency in the information provided,” for example in the Interior Ministry, where the Finance Department provided details of 56 advisers and Human Resources gave account of 114, of which 64 provided services to the office of the cabinet.
The recruitment of consultants in Ecuador is uneven, messy. Without law parameters it is possible to find 30 advisers at the Foreign Ministry, in charge of foreign policy and surpassed only by the Presidency (66) and, interestingly, by the ministry of Agriculture.
