The state accumulates indirect debts

Debts come from everywhere. While the Ministry of Finance talks about a public debt, until December 2015, of 32.752 million dollars, there are also external amounts. The state owes about 1,730 million for indirect debt.
What is involved in this value? This is the amount paid by multilateral agencies to regional governments and public institutions in which the government the guarantor. Financial data is recorded until September 2015.
An example of this is the Municipality of Guayaquil, which has a loan from the Development Bank of Latin America (CAF) for $ 45.5 million for roadworks in “densely populated areas.” The state is the guarantor of the debt that has to be canceled in 12 years.
