Thirteen cities of Ecuador will elect councillors by districts
The next Ecuadorian elections to be held in February of 2014, will repeat the election system in constituencies and will use the D’Hondt method to award seats, as it did to elect the Assembly members last February and which allowed the ruling party to achieve most representations in the National Assembly.
The system could allow political groups to achieve prefectures and municipal governments and majorities in the cantonal councils and parish boards. For that they analyze scenarios and strategies of the sectional elections of 2014.
For the election of provincial legislators the provinces of Guayas, Pichincha and Manabí were divided in constituencies and that scheme will be repeated next year in at least 13 towns with the highest number of inhabitants for the election of urban Councillors, according to the National Electoral Council (CNE).
Jurisdictions such as Guayaquil, Duran, Milagro, Quito, Cuenca, Portoviejo and Manta, are among the cities that will use the model for the first time.
