The Democratic Left (ID) remained with only one assembly member, who is part of the ID, which in turn integrates the new majority in Parliament. Wilma Andrade, of the ID, spoke with EL TELÉGRAFO about the legislative restructuring.
Was the new configuration of the Assembly necessary at this time in the country?
There was a concentrator system of power that co-opted and controlled all the institutions. The Office of the Prosecutor did not investigate, the Assembly did not supervise and all the laws were raised by the Executive, for example, the Communication Law to restrict freedom of expression.
In addition, the correísmo generated a system of voting with a perverse method: the D’Hondt, that does not allow a true representation. AP had 40% in the voting, but in the Legislative it covered 60% of the seats. And that was broken by the courage of President Moreno, who did not cover corruption and did not allow the institutions to be managed. AP was divided in the Assembly. Today the President’s organization expanded the dialogues and we have minimum consensus to give governance to the Assembly. That is positive.
But what is the minimum agreement in the legislative agenda?
We have to reform many laws and we need dialogue between all the parties. For example, an integral modification to the IESS and a new law should be made so that it regains its autonomy and sustainability, or the reform of the Communication Law, in addition to other hard issues such as defending the sexual and reproductive rights of women or debating equal marriage.
