Works were done at the Esmeraldas refinery with no relation to the contract

The National Audit Office analysis carried out in the period between June 1, 2013, and April 30, 2016, not only detected failures in relation to the lack of maintenance of works executed in the Esmeraldas Refinery but others problems.

The observations of the special examination of the National Audit Office were also made to ‘the cost of the resources,‘ ‘complementary contracts without relation to the object of the main contract,’ the ‘construction of the aerated battery,’ the ‘delays in the delivery of works,’ among others.

According to the above, the Chief of Control, the inspectors of the mechanical and electrical works of the primary and complementary contracts, and the Delegate of Project Coordination did not warn of works that were not requested, that lacked legal and economic support, and that some were not technically justified.
