13 public universities have fewer resources for 2016

Since 2006, public universities of the country have experienced an economic boom. The overall budget allocated nearly doubled that of the past eight years. It went from USD 632 million to USD 1,200 million.
But this year, the reality is different for 13 of 27 universities and polytechnic schools. In total, there are 30 public universities in the country, but three are new and their first budget was al located this year.
The budget of 13 universities was reduced. Money, as stated in the Higher Education Act, is delivered based on four criteria: quality and increased quality (60%), research excellence and production (6%); administrative efficiency (3.4%); academic efficiency (3.6%) and number of students (27%). (I)
