93% of PhD in Ecuador are from abroad

The National Secretary of Higher Education, Science, Technology and Innovation (Senescyt for its Spanish acronym) registers 431 Ecuadorian PhD degrees. Of that number, 29 were obtained from national universities and 402 in foreign universities.
The Draft Regulations of Rank Systems for Teachers and Researchers of Higher Education, states that one of the requirements of the academic staff of the universities and polytechnic schools, is to have a PhD.
The same requirement applies for head researchers in higher education institutions. Teachers must get their PhD until 2017.
The terms and the proposed regulations bring concerns to the authorities and also public and private professors. (MZ)
