He won the trial against the former secretary of the disappeared Senain, Pablo Romero , for his kidnapping in Colombia in 2012. Yesterday he registered his candidacy for national assemblyman in the National Electoral Council (CNE) by the Libertad es Pueblo movement, an organization founded by Gary Moreno , brother of the President of the Republic, Lenín Moreno .
Fernando Balda spoke with El Telégrafo about the statements of former agent Raúl Chicaiza from Buenos Aires , where he asked the Argentine government for refuge . The former agent and his colleague Diana Falcón were sentenced for the plagiarism of Balda and took advantage of the protected witness program.
Former police sergeant Raúl Chicaiza pointed out that his kidnapping is not true. Also that 95% of his testimony is true, but 5% is not. What do you say?
At trial, he pleaded guilty to the crime of kidnapping and said it had been ordered by his former Senain superiors. Also that he had received direct orders from Rafael Correa. It contradicts itself and can be judged for being untrue, that can harm it in its current legal condition.
In addition, these statements were not made before the Prosecutor’s Office, but from Argentina, where he has requested refuge. It is curious that this country is because it is a government friend of Correa. Also that the former president has acted as his press officer and promoted Chicaiza’s alleged truth about the Balda case.
What does the ex-agent want?
He wants to contradict what has already been tried and accepted by the courts of two countries: Colombia and Ecuador. In the first, there are five convicts for my kidnapping who were caught in flagrante delicto, with the victim in their hands and confessed their participation. Chicaiza hired them at the Capital Hotel and photos of $ 100 bills were found on the kidnappers’ phones, shown as a fan, in their hands and celebrating the payment.
With this evidence, Colombia requested the capture of Chicaiza and Diana Falcón, they confess their authorship and delivered audios that they recorded. They were the voices of him and Pablo Romero, a strong ex-man of the ex-Senain de Correa.
Do you remember any of the recordings that Chicaiza gave when she entered the cooperation process and that were presented at the trial?
There is one in which Pablo Romero tells the former agent Raúl Chicaiza: “the President is worried because you are going to turn around and speak.” Chicaiza replies: “Tell him to have my total loyalty, I am loyal to death. Rather, I would like to know if I have your loyalty. Up to now they have protected me, I want them to support me financially because I need to pay for the expenses in Justice ”.
The ex-agent’s statements were a day before registering his candidacy for assembly in the CNE. It is a coincidence?
The former president and the others are very concerned about this crime. We, without having court jurisdiction or parliamentary immunity, achieved judicial milestones against these bandits of Correismo: the capture of five hitmen in Colombia, two former agents sentenced, and the extradition of Pablo Romero from Spain and his sentence in Ecuador.
They know that if we achieve that as citizens, from Parliament we will work to obtain the extradition of all those fugitives so that they go to jail. Not only because of what they stole from the country, but because of the victims of their criminal actions.
Do you think that Correa convinced the ex-agent Chicaiza in any way?
Behind Chicaiza’s statement is Correa with all his economic power. Chicaiza is a mercenary who only works for money. He declared in the Court of Justice that Correa protected them politically and that is why Justice never reached them while Correa was in power.
Does that change the legal status of Chicaiza and the former president?
No, it is written in the sentences, it is pure noise to cause a media effect. Chicaiza says she suffered attacks in Ecuador and that was not the case. Rather, it should be investigated how much Chicaiza was paid for those statements.
Bringing the fugitives is a job of Justice, not yours.
Let us remember that Romero’s extradition was not only the product of an Interpol arrest warrant and the action of the Court of Justice in Spain. We invited two MEPs to Ecuador: Hermann Tersch and Víctor González, and I gave them the evidence that Pablo Romero planned his escape and that is in the documentary called: “Rafael Correa’s Money Route.” With this material, the MEPs intercepted in the corridor of the European Parliament the president of the government of Spain, Pablo Sánchez, and the first vice president, Pablo Iglesias, and told them this is what Fernando Balda sends them. They are the tests on the escape that Pablo Romero plans with the logistical and economic support of Rafael Correa.
Given the weight of the evidence and the audios of Correa and Romero, where they talked about the planning of the escape, they took away the support of the former president and the Justice removed the substitute measures from Romero and in the course of three days they extradited him.
