Merchants from Guayaquil would be pleased if the substitute of the safeguards is a flat tax that will simplify procedure and provide efficiency in tax collection.
Francisco Zalles, economic analyst and MBA, explained in a seminar organized by the Chamber of Commerce in Guayaquil (“Cámara de Comercio de Guayaquil” in Spanish), that the general tax that should be applied to imports, should be lower than the cost of smuggling, therefore, this in an incentive for merchants to stay legal. He explained that the practice is currently maintained by the Chilean government. (I)
