Four unfinished tasks in social protection policies
According to official figures, Quito, Guayaquil, Cuenca and Ambato are the cities where poverty declined in recent years. The government states that about 1.5 million Ecuadorians have overcome this situation, between 2006 and 2014, as a result of the social investment made in that period.
According to data from the Coordinating Ministry of Social Development, $ 6,994 million were spent last year for programs and projects in the sector. Today, the state provides $ 575 per person, compared to seven years ago, when investment was $ 141.
The Inter-American Development Bank published a study of the challenges to achieve an institutionalization of social protection policies, which positions Ecuador among nations of average institutionalism.
Ecuador does not comply with four parameters: sufficient budget to exercise powers, explicit inter-agency coordination mechanisms, existence of operating rules for programs and actions and possession of a register or record of budget beneficiaries.
