Green Tax Reform Proposal in Ecuador

The Finance Ministry said the tax reform bill that they propose to apply to plastic beverage bottles, plastic bags, and paper is an environmental and health measure.

For the government, goods that are intended to be burdened have perfect substitutes such as cloth bags, reusable bottles that are less harmful to the environment.

Packers and importers of non-reusable plastic beverages bottles will be taxed 2 cents per unit.

The tax per plastic bag and paper will be 10 cents and it will be “applied only to those which are meant to facilitate the transportation of any purchased product in stores.”

Tax covers are excluded to all industrial, agricultural, agro-industry, and export bags for frozen products and the biodegradable ones.
