Investigation on the purchase of Dhruv helicopters has taken five years
The investigation into the acquisition of seven Dhruv helicopters still remains in preliminary investigation at the Prosecution, as confirmed by the institution.
Former legislator Fausto Cobo filed five years and ten months ago a complaint at the prosecution against the former defense minister, Javier Ponce, and officers of the Ecuadorian Air Force (FAE for its Spanish acronym) for alleged irregularities in the purchase of these aircrafts to the Indian company Hindustan Aeronautics Limited (HAL).
According to Cobo, the process does not advance because he believes that the goal is “that the case go unpunished.” “They closed the possibility of a political investigation in the Assembly; I filed the complaint at the prosecutor’s office, but nothing was done; and the Comptroller (Carlos Polit) announced at a lunch in Carondelet that there is no criminal liability for the purchase. Therefore, what will the prosecutor answer? That the Report of the Comptroller determines that there is no criminal or civil indicatins and then we only have to applaud?” he questioned.
The Prosecution is awaiting the second report of the Comptroller, in which a prejudice of more than $ 2.4 million to the FAR would be determined.
