Luisa Cuesta, resident of the downtown of Guayaquil contacted the Medical Foundation Against the Noise (Fumcorat for its Spanish acronym), shortly after receiving a reply Luisa joined with students and people who started to march from “Casona Universitaria” and ended in the “Centenario Park”. Their purpose was to inform about the damages that the Noise can cause to everybody.
According to the Transit Commission of Ecuador (CTE for its Spanish acronym) and the Ministry of Health and Environment there are rules and regulations against Noises. The code of health and the reform of the limits to the environmental noise does not specify any sanctions.
Francisco Plaza Bohorquez, president of Fumcorat and the person responsible for today’s march, stated that the heavy noises are a type of aggression to others. Bohorquez quotes examples from common daily activities, like the excessive use of the car horns, and the loud music players that some drivers or stores use.
“Last night I couldn’t sleep until 3:30 am because the car horns didn’t stop. Most of them were taxis that whistle to walking people to make a fair.” – Luisa Cuesta
According to the transit bill the improper use of the car horn is sanctioned with a fine of 5% of the basic salary ($292) and the deduction of 1,5 points from the license. (AV)
