Minister suggests merging legal texts of soil

In the idea of creating a Board and a Superintendency, match the proposal made by the Executive with the draft which lays in the Assembly about the management of the land.
The Head of the National Secretariat of Planning (Senplades), Pabel Muñoz, and the Housing Minister, Diego Aulestia, yesterday defended the creation of these two bodies.
Aulestia said that by similarity these two organisms should merge, and the Superintendency will be subscribed to the Transparency Function and not to the Executive. He also explained that its aim will be to ensure that municipal authorities comply with the planning.
Munoz said that the standard is not intended to subtract competences to municipalities.
The concerns about the proposal continue. Yesterday, the Mayor of Guayaquil, Jaime Nebot, reiterated in Ecuavisa TV that the project was unconstitutional and has no legal validity´.`We have to obey the Constitution, not the model of revolution defeated in Guayaquil´, he said in allusion to the Political Charter, which gives the powers of land management and land use to the municipalities.
