Nebot does not agree on the State to participate of capital gains in public works
Jaime Nebot, Mayor of Guayaquil, said that the proposal analyzed by the ruling party of the State to participate of the capital gains in public works, is part of a “conceptual problem” faced by the “need of money that the government has in an era in which Ecuador has had more money than ever”.
The Mayor said that when a municipality or the Central Government makes a work, it should be able to recover part of the benefit that state discharge generates them.
“Who should charge? Whoever does the work. It cannot be that the Central Government intends to share the appreciation of a work made by the municipality if the council does the work and it has to recover the money, the 100% corresponds to the Municipality. If the government does the work, the capital gains should be charge to the government and it has nothing to share. Because, it would be ridiculous that the City does the spending and the other does the party or vice versa, it cannot be. Futhermore, the capital gains should not always be charged”, he said.
