President Daniel Noboa established four lines for his management
Daniel Noboa Azín is an atypical politician , mainly because he is a president of few words , he is punctual and, at least until now, he does not take advantage of the exposure that public platforms give him, which he rather does not seem to enjoy. Something unusual in the electoral history of Ecuador.
That personal seal marked the possession ceremony on November 23. And it was even more evident in the contrast represented by his vice president , Verónica Abad, who did not waste a moment of attention and wasted smiles and greetings from start to finish, so much so that she preferred to have lunch in a market in the capital.
However, Noboa also fulfills some traditional mandates . For example, he entered the National Assembly accompanied by his wife and his two children and, in his speech, he thanked his family for the support and sacrifices they have made.
In that same speech, lasting seven and a half minutes, the young President sent four brief but forceful messages :
- Its first objective will be to reduce violence and increase employment.
- The old political schemes are left behind, revenge has no place.
- The change requested at the polls requires the Assembly , which must be “responsible” and process the urgent economic reforms that it will send.
- In international politics he will extend a helping hand, without conditions, but he will ask for your support in joint struggles.
Thus, in his brief intervention, he ‘marked the field’ with the Legislature , where he maintains an initial pact between his bench, Correism and Social Christianity, which helped them divide up the parliamentary authorities and commissions.
That is to say, Noboa hopes that the Assembly receives with good spirits and approves his tax and energy reforms. And, although political pacts tend to be weak, the presence of Correísta and social-Christian figures at the ceremony (even beyond the legislators) would be a good sign.
Without taking into account the fact that the head of the Assembly, Henry Kronfle , emphasized in his speech the importance of respecting the word , alluding to the betrayal of the legislative pact with which Guillermo Lasso began his administration.
Furthermore, at the end of the event, Kronfle victoriously raised Noboa’s arm to celebrate the beginning of his government or the departure of Lasso, whose bad relationship with the Legislature cost him his position, although they were unable to remove him.
And, although this presence of former President Lasso was uncomfortable for many, everyone present, with the exception of the legislators of the Citizen Revolution, respected the protocol of a democratic and orderly change of government.
The ministerial cabinet
After the formal lunch in Carondelet, President Daniel Noboa signed his first executive decrees and settled some doubts about the formation of his ministerial cabinet. He confirmed 21 names, except two main ones: those of Interior and Finance .
The first ministry, despite the promise to confront the crisis of violence in the country, was placed in the hands of the brand new Minister of Government, Mónica Palencia . In that first ceremony in Carondelet, the President did not sign the announced state of exception either.
Furthermore, the surprise was caused by the last-minute appointment of Giancarlo Loffredo Rendón as Minister of Defense . A 51-year-old man from Guayaquil, an expert in private security and martial arts, with no experience in the areas of national security and the Armed Forces.
While the second key ministry, economy, was left ‘up in the air’, despite the fact that Noboa must urgently face the inherited economic problems, such as paying public salaries and the foreign debt in December.
In any case, Noboa had already warned in his inauguration speech that “never” has there been a cabinet so young, diverse and with so many women , as well as clarified that youth does not mean naivety, but strength.
