President Rafael Correa gives partial veto on Identity Law

President Rafael Correa objected more than 50% of the Identity Management and Civil Data bill, approved by the Assembly last December with 77 votes (out of 137).

On Tuesday he sent a partial veto to the parliament, in which he raised changes to 61 sections, out of 103 contained in the proposal, and changes to 8 provisions, out of 14.

Among them, he asked ‘to specify’ that marriage ‘is the union between a man and a woman,” and adopting is “only” an act only for “heterosexual couples,” as mandated by the Constitution.

He did this in sections 46, on adoption; 49, on the recognition of a child born in marriage or in a de facto union; and 52, on the authority before these acts are held or registered.

Correa believes that “reproducing this rule necessary for an understanding of legal provisions has been omitted.”

Therefore, in the first section, he raised to add a phrase at the end, which is: “In any case, the adoption will only correspond to heterosexual couples. And in the second and third section, he requested to add, after the reference to marriage, that this is between “a man and a woman.”
