Secom prepared four theses on the Panama Papers

The National Communications Secretariat of the Presidency (Secom) prepared a “matrix storylines. Topic: Panama-Papers,” that was distributed to government authorities. The document, which is held by this newspaper, is dated April 12 and was prepared by the Investigation Unit and Political Approach (UIEP) of the Secom.

Panama Papers are a leakage discovered by the International Consortium of Investigative Journalists (ICIJ) on the activities of the Panamanian law firm Mossack Fonseca (MF), with expertise in tax haven´s operations.

Based on these files, the ICIJ has spread so far the relationship of three Ecuadorian officials with MF: Attorney General Galo Chiriboga; former President of the Central Bank of Ecuador and cousin of President Rafael Correa, Pedro Delgado; and former adviser of the National Intelligence Secretariat Javier Molina Bonilla.

The Secom matrix presents four arguments. First: “the volume of information of 11.5 million documents should be fully opened to spread everything in them.”

 

The second thesis points out that the National Assembly, made up of a government majority, opened an investigation into the Panama Papers and questions why “the investigation of the ICIJ suspiciously excludes” government opponents.
