The CNE does not discuss its reforms with the political parties

Political organizations learn about new the newregulations only once these are approved. Since December the National Electoral Council (CNE for its Spanish acronym) has issued regulations and amendments to 10 standards (see chart). Once the Plenary approves the texts, these are effective immediately. And, since these are not organic laws, they can be made at any time prior to the elections.

Nubia Villacis, vice president of the CNE, explains that a legislative committee, composed of legal advisors, is responsible for updating the regulations. This happens in each electoral process since each one is different. And she clarifies that the regulations are instrumental and “can not contain anything that is against the law or the Constitution.” Regulating the legal rules on matters within its competence is among the powers of the electoral authority, according to the Code of Democracy.
