The absence of rain should not be synonymous of emergency, and yet there are very few countries that are betting on drought-prone planning and avoiding their worst effects rather than patching them.
Only 17 countries have prepared national plans to tackle this phenomenon based on the reduction of the driought risk, explains Daniel Tsegai, an expert at the United Nations Convention to Combat Desertification. “There are others who claim to have such plans, but they only try to respond to emergencies or coordinate in recovery, without prior planning,” he says.
