The ISSFA paid $ 20 million for the Samanes lands in 1998

To solve the housing problem of the military class and their families. That was the aim projected 18 years ago for the area currently occupied by the Samanes park and other land owned by the Ministry of Defense and the Army.
In 1978, during the dictatorship, more than 400 hectares of these properties located in the Pascuales parish had been acquired, as a body, by the Castro´s force.
Twenty years passed and these lands remained undeveloped. The Institute of Social Security of the Armed Forces (ISSFA), proposed then the purchase of the lands to implement one of the housing projects planned for three cities.
The negotiations culminated in 1998, during the interim presidency of Fabian Alarcon. An executive decree of January 8 ordered that Ramiro Ricaurte, then Minister of National Defense, signs a property domain transfer contract in favor of the ISSFA.
In turn, the Defense Ministry had to allocate the proceeds of the sale of these lands to the construction of houses in the military units planned by the Army.
200 hectares of a large area were dismembered from the Samanes sector, the same that were transferred to the ISSFA.
