The Pacific Refinery: a repowering ‘born’ with flaws

The problem of the Refinery was aggravated to the point that President Lenin Moreno personally verified the damages, on August 15. During his visit, he described as “an enormous irresponsibility” the failures of the repowering work, which cost about $ 2.2 billion. “It is sad to see what they have done to Ecuador; however, it is important to emphasize that much has been achieved. A bunch of scoundrels has sacked the country,” said Moreno on that occasion.
Currently, the Government is preparing a stoppage schedule for the Esmeraldas refinery to provide maintenance and correct the detected flaws, especially in the FCC Unit, considered the core of the plant. (I)
