Journalist Fernando Villavicencio, in an interview with Ecuavisa said that in 2011 he filed a complaint before the Attorney General´s office and to the present day there has been no progress.
It refers to the repowering project of the Esmeraldas refinery that began with a process of 187 million dollars and that today would exceed 1500-2000 million.
He stated that during 8 years have contracts have been “indiscriminately” awarded to “front companies,” without any experience, and established between 2008 and 2015.
He highlighted the case of Alex Bravo Panchano, who “was a humble citizen of Esmeraldas who becomes part of the Esmeraldas refinery. In 2006, 2007 with the government of the Citizen Revolution, as everyone knows in Esmeraldas, he was a humble citizen, who had a family, and used to have a quilts little business, which I do not question and suddenly he makes a magical leap and manages the major flagship project of the country, which is the repowering of the Esmeraldas refinery … he is primarily responsible for the award of dozens of no-bid contracts to his friends.
